SUMMARY
- AICTE launched four Institutional Development Cell schemes for 2026-27: IDEA Lab, MODROBS, Margdarshan and the Grant for Organising Conference.
- Reported guidelines put MODROBS at up to Rs 20 lakh per project over two years, with a window for rural, North Eastern and J&K institutions.
- Full 2026-27 eligibility and deadlines weren’t in launch coverage, so check AICTE’s scheme guidelines on its portal before planning an application.
Ageing labs and thin computing facilities are a real barrier for many engineering colleges and polytechnics outside the big cities. AICTE New Schemes has now put funding and mentoring behind fixing that.
On October 30, 2026, AICTE Chairman Prof. Yogesh Singh launched four schemes under the Institutional Development Cell for the 2026-27 academic year, with Member Secretary Prof. Shyama Rath present. The four AICTE new schemes 2026-27 are IDEA Lab, MODROBS, Margdarshan and the Grant for Organising Conference (GOC).
AICTE says it wants wider participation, including from institutions in districts across the country. So the question every principal, and every student founder with a half-built prototype, should ask is simple: does this apply to us?
Four schemes, four very different jobs

IDEA Lab is the one startup people should watch. The name stands for Idea Development, Evaluation and Application, and the scheme backs labs in AICTE-approved institutions where students apply STEM basics through prototyping and product visualisation. In earlier calls, AICTE described the lab as a single space where an idea can become a prototype.
MODROBS is the equipment scheme. It helps institutions upgrade laboratories, workshops and computing facilities used for teaching, training and research. One naming note: AICTE’s launch post expands the acronym as Modernization and Restructuring for Outcome-Based Systems, while older guidelines and recent coverage say Modernisation and Removal of Obsolescence. Expect to see both.
Margdarshan is a mentoring model. A well-established AICTE-approved institute acts as a hub and guides up to ten nearby institutions toward National Board of Accreditation (NBA) accreditation and better NIRF performance. Senior academicians can also be nominated as individual mentors, called Margdarshaks.
GOC pays for conferences. It supports institutions that host events where faculty, researchers and students swap ideas.

The MODROBS money, and what the fine print may look like
According to AICTE’s scheme guidelines as reported by Elets, MODROBS support goes up to Rs 20 lakh per project over two years, with a dedicated window for institutions in rural areas, the North Eastern Region and Jammu and Kashmir.
Eligibility is where colleges should slow down. The 2026-27 rules weren’t spelled out in the launch coverage available so far. A 2025 summary of the scheme listed AICTE-approved institutions with at least 10 years of existence (five in rural areas), more than 50% admission over the past three years, and no earlier MODROBS sanction. Some routes also required live NBA accreditation.
Treat that as a preparation checklist, not the final rule.
IDEA Lab has its own history. AICTE’s 2022-23 call for self-financed labs asked for at least 3,000 sq ft of furnished space and a trained faculty team. Whether those numbers carry over this year is unconfirmed.
Why this matters beyond campus administration
Student founders rarely run out of ideas. They run out of places to build the first version. A funded IDEA Lab or an upgraded workshop fills that gap earlier than any incubator can.
India has seen this logic before. Kochi’s Startup Village, set up in 2012, was built around student companies coming out of campuses. And many university incubators already channel prototyping grants through schemes like the Startup India Seed Fund Scheme and TIDE 2.0. IDEA Labs could feed that same pipeline from further upstream, in colleges that don’t have an incubator at all.
For hardware, deeptech and AI-led ideas, the equipment and compute are often the hardest part to get. If your college lands one of these grants, the first place you’ll feel it is the lab bench.

What’s still unconfirmed
Launch coverage didn’t settle a few things: grant amounts for IDEA Lab, Margdarshan and GOC, application windows and deadlines, and whether last year’s MODROBS conditions carry forward. AICTE’s launch notice said the event would feature the Scholarships and Grants Bureau Portal and the scheme guidelines, so that’s where the final answers should sit. Application details are on AICTE’s institutional development schemes page.
The thing to watch is how fast the 2026-27 calls turn into sanctioned projects. A scheme only changes a campus once the equipment arrives.
Before you apply
Three moves worth making this week:
- Download the 2026-27 guidelines from AICTE’s portal and test your college against approval status, years in operation and NBA standing.
- Match the scheme to the gap: IDEA Lab for a prototyping space, MODROBS for outdated equipment, Margdarshan for accreditation help.
- Student founders can ask the principal whether the college plans to apply, since these schemes fund institutions, not individual students.

FAQs
What are the four AICTE schemes for 2026-27?
They are IDEA Lab, MODROBS, Margdarshan and the Grant for Organising Conference, all under AICTE’s Institutional Development Cell. Chairman Prof. Yogesh Singh launched them on October 30, 2026, aiming for wider participation from institutions across districts.
Who can apply for the AICTE IDEA Lab scheme?
The scheme targets AICTE-approved institutions. Earlier calls asked for around 3,000 sq ft of furnished space and trained faculty. Confirm the 2026-27 requirements in the official guidelines before preparing a proposal.
How much funding does MODROBS offer?
Reported guidelines put support at up to Rs 20 lakh per project over two years, with a dedicated window for rural, North Eastern and Jammu and Kashmir institutions. Check AICTE’s portal for final terms.
What is the Margdarshan scheme?
A well-established AICTE-approved institute becomes a hub and mentors up to ten nearby institutions toward NBA accreditation and better NIRF performance. Senior academicians can also serve as individual mentors called Margdarshaks.
What does the Grant for Organising Conference cover?
It supports institutions hosting conferences that encourage exchange among faculty, researchers and students. Grant amounts for 2026-27 weren’t in launch coverage, so check AICTE’s guidelines before budgeting an event.
What is the deadline to apply?
